"body_md": "On a Saturday evening in September, drivers on East Tudor Road passed within a lane of Anchorage police officers pointing handguns at a stopped Jeep. The stop happened about 5:45 p.m. on Sept. 20, near Florina Street and Elmore Road, a short distance from Anchorage Police Department headquarters. A month later, APD and the Mayor's Office have not said what it was.\n\nThe Daily Alaska recorded the stop. The video shows a blue Jeep Compass brought to a halt by a Grappler-style restraint, a net device fired from an unmarked maroon SUV that wrapped the Jeep's rear wheel. An unmarked pickup with emergency lights and at least two marked APD units were on scene. Plainclothes officers in vests marked POLICE and uniformed officers ordered the occupants out with handguns drawn. The occupants stepped out with their hands raised and appeared to comply. Traffic kept moving on the adjacent lanes the whole time. Nothing in the footage suggests a chase beforehand.\n\nThat combination, unmarked vehicles, a pre-positioned restraint device and officers already in position, is what a planned stop looks like. It is not what a traffic stop that went wrong looks like.\n\n## What is on the public record\n\nNothing. We checked APD's news releases and the state court system's public case index for the days after Sept. 20 and found no release, no charging document and no case tied to a stop at that location and time. That does not mean no arrest was made. It means that whatever happened was never announced, and, as the next section shows, the court's own numbers say that is the normal outcome in Anchorage.\n\n## What we asked, and who did not answer\n\nOn Oct. 13 we sent APD's public information office six written questions: the nature of the incident and its case number; whether this was a planned operation and which agency led it; whether anyone was arrested or charged; whether anyone was hurt; why a planned high-risk stop was carried out on Tudor Road in early evening traffic, and whether proximity to headquarters was a factor; and whether APD has written policy on vehicle restraint devices and on choosing where to make a high-risk stop.\n\nThe same day we asked the Mayor's Office four questions: whether the administration knew about the incident; its position on how APD weighs the risk to motorists and bystanders when it picks the location of a planned stop; whether operations like this get an after-action review; and anything else residents should know.\n\nBoth offices were sent a view-only copy of the footage and given until 5 p.m. Thursday, Oct. 15, to respond. As of that deadline, neither had replied. We will add any response we receive.\n\n## What we are not going to do\n\nWe could file a public records request. We are not going to. APD charges for them, the department has not been quick or friendly processing previous requests. Additionally, the answer would arrive long after anyone on Tudor Road that evening has stopped wondering. It is also possible the paperwork for this stop exists in a file we could not find. The court index, the news releases and the dispatch logs are where the public can look, and it was in none of them.\n\nWe have decided that does not matter.\n\n## Why it matters\n\nThis is not a story about who was in the Jeep. We do not know, and we are not guessing. Maybe the person was dangerous. Maybe there was a warrant. It does not change what happened to everyone else on that road.\n\nWhen a stop is planned, officers choose where it happens. They had enough warning to stage an unmarked SUV with a Grappler and put plainclothes units in position, so they also had a say in the location. They chose one of Anchorage's busiest east-west roads at quarter to six on a Saturday, next to the hospital and the university, with cars rolling past the scene while weapons were drawn. Whatever the reason for the stop, that choice put every driver on that stretch in the middle of it. The question we keep coming back to is not what the stop was about. It is why the department decided that was an acceptable place to do it, and who, outside the department, gets to ask.\n\nMost police departments that use restraint devices like the Grappler have written policies on them, and many include guidance on picking a stop location that limits exposure to the public. Whether APD has such a policy, and whether it was followed here, is the question we put to the department. It is still open, and we are leaving it open in public.\n\n## What usually happens after a stop like this\n\nWe could not find a case because, in Anchorage, there often is none to find. We pulled every public \"Criminal Cases Disposed\" report the Alaska Court System has posted since late 2018, 73 of them, covering 48,193 Anchorage cases. When someone is booked at the Anchorage jail, the court opens a case number that day. If no charging document is filed by arraignment, the case closes with a single line, \"Charging Document Pending or Not Filed,\" and it drops out of the public index.\n\nIn 2025 that happened to 21.7% of the Anchorage cases that closed in the months the reports cover: 949 people out of 4,365. For municipal cases, which are APD arrests on city code, it was 23.1%. Spread across a year, that is roughly 2,000 people booked in Anchorage and released without a charge, and the share has sat between 21% and 28% every year since 2018. The court's FY2025 statistics say the same thing a different way: of 6,556 Anchorage misdemeanor cases closed that year, 5,114, or 78%, ended as \"case dismissed,\" a category that includes the never-charged bookings.\n\nTwo more things the numbers show. Once a person is booked and released without a charge, that is almost always the end of it. In a random sample of 840 of this year's Anchorage case numbers, we found one person who was later charged for the same incident. And an arrest on an old warrant leaves no new public trace at all, because the arrest goes onto the old case, not a new one.\n\nSo the empty record after Sept. 20 is not unusual. It is the default. Whoever was in that Jeep could have been booked and released the same night, or picked up on an old warrant, and either way nothing new would show up anywhere the public can look. We cannot say which of those happened here, or whether something else did.\n\nWhat we can say is who could tell us. APD does not publish a count of high-risk stops, Grappler deployments, or what came of them. The Municipal Attorney's budget book used to report \"declined cases\" every year, between 1,200 and 2,300 of them, and stopped updating that line in mid-2023. So for anyone driving Tudor at 5:45 on a Saturday, here is the honest picture. The city can stage an unmarked SUV, fire a net at a car in traffic, and point handguns at the people inside, and across all Anchorage bookings the odds are about one in four that no charge is ever filed. Nobody is saying the officers were wrong. We are saying nobody outside the department can check.",
